HO CHI MINH CITY – The Intellectual Property Office of Vietnam (IP Vietnam), in strategic collaboration with the Ho Chi Minh City University of Law, successfully hosted a comprehensive seminar titled “New Legal Regulations on Intellectual Property” on June 12, 2026. The high-level event was organized to disseminate and provide crucial updates on the newly enacted intellectual property framework, which officially took effect nationwide on April 1, 2026.
The seminar attracted significant attention, featuring the attendance of Mr. Nguyen Van Bay, Deputy Director General of IP Vietnam, and Associate Professor Dr. Tran Viet Dung, Vice Rector of the Ho Chi Minh City University of Law. They were joined by a diverse cohort of more than 100 distinguished delegates. This included senior representatives from state management and law enforcement agencies, industrial property representation organizations, corporate enterprises, academic universities, research institutes, and leading experts deeply invested in the intellectual property sector.
Delivering the opening address, Deputy Director General Nguyen Van Bay emphasized the legislative significance of the recent reforms. He highlighted that Law No. 131/2025/QH15—which amends and supplements several critical articles of the existing Intellectual Property Law—alongside its comprehensive guiding documents, including Decree No. 100/2026/ND-CP and Circular No. 10/2026/TT-BKHCN, represents a pivotal step forward in Vietnam’s institutional development. Effective since early April, these regulations are designed to cultivate a highly favorable environment for the registration, establishment, and rigorous protection of industrial property rights. Mr. Bay noted that these updates are especially critical today, given the explosive growth of the digital economy and the global push for technological innovation. These legal frameworks not only refine the rule of law but also act as a vital catalyst to stimulate innovation, drive the digital economy, and significantly enhance the state’s regulatory efficiency regarding intellectual property.
Echoing these sentiments during the inaugural session, Vice Rector Tran Viet Dung asserted that intellectual property is increasingly recognized as an indispensable tool for driving creative innovation and elevating the competitive edge of both individual enterprises and the broader national economy.
